Is the Medium double flexible slicker brush too big to use on a 14 lb. Cavalier? Would the Small size be better?

No, the medium wouldn't be too big for a Cavalier. When selecting a brush, it's more about how much skin and coat do you, the groomer, want to cover or focus on at one time. Either the small or the Medium would work well.
